Successful PIC programming message?

Sorry for the premature post earlier. I didn't have my multimeter with me to check the voltage and it turns out the chip did successfully program (Even though I received an error message every time). I programmed it over windows xp using winpic and windows xp didn't show clearly that it worked correctly over only usb. Plugged it into a windows 7 laptop and it detected it right away. Very thankful for your help dmitri, cheers!
