If it is so important that the piezo could vibrate freely, why not put it between 2 pieces of foam?
This way it is fully isolated, and only triggers from the upper foam cushion.

It's just an idea, which is what I was thinking about. Anyone tried it?
And, would it work? Or harm perhaps?

The "standard" approach is to stick a 1-2 mm thick circle of foam the same diameter as the ceramic part of the piezo (ie, smaller than the overall diameter) underneath it. As far as I can see, the metal ring lets the piezo bend "inwards" while a smaller foam circle lets the outer rim bend. Different approaches to reach similar results. As always with DIY, it's a matter of testing and going with what works best for you.
If it ain't broken... fix it until it is.

That's the cool thing about this hobby the right way is the one that works for your setup, the better the dynamics the easier to configure, try it and the let us know.

I'd be interested to know what the actual measurement of deflection is. 100ths of a mm I guess?

I found one source which states that interval of piezo deflection is from ± 1.2 to ± 476µm.
