My first question should have been; what pedal controller are you using and what hi hats are you using?

Pintech RYC HHC constant variable controller with Field Percussion dual zone hi hats.

1. Did you try to use viewtopic.php?f=3&t=2082 as guidance?
2. What raw values does the LCD show for the pedal when it is fully open, fully closed and in between?
3. Post screenshots of Pedal settings.

1. Did not try #1, since it says it's for a Roland controller, I used a Pintech unit

2. Raw values show 0 for fully closed, 125 fully open and I can get 25 for partially open/closed and nothing else between.

Chances are you might need to mod the controller with a resistor or something to get a proper workable range - 18 to 66 between low and high looks way too narrow of a range. You may be reluctant to do so, but I'd just go with a tried and tested, dirt cheap controller solution that performs as well as -and in some cases even better than- many commercial controllers out there, and for a tiny fraction of the price: a DIY hall effect controller. See here. You don't even need to know how to solder.
If it ain't broken... fix it until it is.

Does this controller use Roland or Yamaha polarity? With Roland polarity signal is on tip and power is on ring. With Yamaha polarity it is reverse. If you have Yamaha polarity then you need to use a crossover cable (tip->ring, ring->tip).
Do you have a tester to check resistance of the controller in various positions? If you do then I can tell the polarity if you check the resistance between:
1. sleeve and tip in various positions.
2. sleeve and ring in various positions.
and post the results here.
