Pedal open I get 5.05v and closed I get .45v.

I'm guessing it's measured on the ring.

On pin 33 I'm getting .45v regardless of if the pedal is open or not.

Resistance across the connector on the pedal are

Ring/tip 19k ohms open, 0k ohms closed

Not getting anything on the ring/sleeve.

Power down MegaDrum. Measure resistance between the ring of the pedal and the pin 33 of Atmega. It MUST read 100 Ohm if you wired jumpers correctly and R22 has correct value.

Again measure voltage
1. on the ring of the pedal when it's fully open and fully closed.
2. on the left pin (pin A on the schematic) of R22 when the pedal is fully open and fully closed.
3. on the right pin (pin B on the schematic) of R22 when the pedal is fully open and fully closed.
4. on the pin 33 of Atmega when the pedal is fully open and fully closed.

On the ring it's just a stead .46 regardless of being opened or not.

R22 voltage doesn't change on either side. It stays at .46v.

Pin 33 changes from .45 to .46 depending on open/close. That's on the 20V setting on my DMM. When on the 2V it doesn't really change much at all?

But you were saying

And when I said "I'm guessing it's measured on the ring" you didn't object it so I presumed I was right. Where did you measure 5V to 0.45V voltage change?

That was the tip, sorry I forgot to reply to that. When measuring the pedal I measured on the tip. The ring I get nothing just a steady .46

Then you have to change wires on the Pedal Polarity jumpers into D position. And also don't forget to change AltIn to 'Yes' in the MegaDrum menu for HH Pedal.

Ok that moves the voltage to the ring, but now it doesn't vary at all. And the tip now has .01 volts. Also still doesn't seem to be working in the config tool.

AH HAH! Nevermind working now I had to switch the impedance jumper.

Again, on the desconnected pedal measure:
1) resistance between the SLEEVE and and the tip when the pedal is fully closed and fully open.
2) resistance between the SLEEVE and and the ring when the pedal is fully closed and fully open.

Please, be attentive to what exactly I ask you to measure.

Also still doesn't seem to be working in the config tool.

What exactly is not working?
