When I power on MegaDrum is it normal to see this...

Keep in mind this is without pads attached, only cables. Cables are plugged into MegaDrum but not plugged into pads on the other end. A few things I've noticed:

1) If I unplug cables from MagaDrum the noise stops.
2) If I unplug the cable from the pads only the noise persists.
3) The problem follows the cable.
4) I've tried multiple computers (same kind though) with the same results.

Could the problem be old cables? Also, can I power MegaDrum via AC USB adapter (the kind used for phones, etc.) to eliminate the computers from the mix (both of the computers I've tried are the same model)?

Yes
If you just plug the cables in they act like an antenna. Plug the pads in and if it is still doing it adjust the threshokds.
