programing PIC18F2550

What's up.....I already have my atmega32 programmed and I'm trying to program my PIC18F2550. I can't get winpic to pick up the pic18f2550. I read in another forum to check the voltage from pins 20 and 14 on the PIC and pins 10 and 30 on the atmega. I'm getting about 125V on everything but pin 14. I should mention that I don't have any LCD screen or anything attached to the board...just the usb and programing cable. Any suggestions as to common problem spots or am I an idiot for not having the other stuff connected?http://www.megadrum.info/forums/posting.php?mode=post&f=3#

so yea, after doing some research I've come to the conclusion that my cable is bad because I'm not getting anything different between testing the programmer with winpic and just having it plugged into the USB. I wasn't getting anything on pin 14 though....any ideas?

Either you have shorts around PIC18F2550 or it doesn't get +5. Pin 14 should read 3.3V.
