They call it the "The Deepest Sampled Drum Kit In The World" and its free: :-)

http://forums.cockos.com/showthread.php?p=1414567
Legal note: (Nonexclusive, royalty free license).
These samples were recorded and created by me.
I'm offering these drums and cymbal samples to the
public royalty free (free of charge) to use in any audio/video production
for both commercial and private use. This is a "free use" license.
No payment is required to use these samples in any production.
License agreement is included in download package.

You may also use the photos of the drums and cymbals
royalty free in any commercial and private production.

Drum Files with corresponding TX16Wx-Project files for (also free downloadable) TX16Wx-Sampler.
http://forum.cockos.com/showthread.php?t=150868

Free TX16Wx-Sampler download:
http://www.tx16wx.com/

Sampler can be run with also free "VST Host" on PC or in a DAW as an VST instrument:
http://www.hermannseib.com/vsthost.htm

Only problem I wasn't able to find positional sensing samples in this beautiful drum lib that really sounds amazing to me.

A non-commercial licence for the TX16Wx Sampler (29€) will enable to configure or add own samples with:
  • Group trigger switching
    • Note-on conditional triggering based on MIDI controllers, modulation or automation,
    • Round-robin, random, tempo and key-based conditions.

This means someone should invest for a non-commercial Licence of the TX16Wx and may add some positional snare sounds to the Ludwig samples.
If some snare PS wave files (with a free licence) can be found, I may try to do the configuration in the TX16Wx.

Any suggestions?

Well, that's what they have said:

By the way.
Why would you sample deeper than 127 velocity steps (may be 6 times Round Robin, ok)?
Somehow show up a deeper sampled lib that ist also available for free...

There is no real point in sampling that many velocity layers but I'm sure its a good selling point. I just don't believe the vast majority of drummers make use of more than 9. The more RR the better and that, along with good mics in a decent room, would be where I'd put the emphasis.
Actually, now I think about it, How would you be able to sample 127 velocities from a human? My suspicion is that that sampler is a bit limited and needs all those layers.
