Two things come to mind immediately on possible problems. You soldering is atrocious!
It doesn't look like you used enough heat to get your solder to flow properly (your joints should be nice and shiny, and they should be volcano shaped not ball shaped) so it is very possible that you have some cold joints there. I would go back and use a solder sucker and remove a lot of your excess solder and with some flux paste, reheat your joints except those that are on the IC and other heat susceptible components.
The other thing is that you
need to get some isopropyl alcohol and clean all of the flux off of your board. It is very possible that you are getting some cross voltages whether you are reading any or not. Once you have done those two things it is very possible that you may solve your problems.
