Very unlikely. More likely:
1. you either power it with wrong voltage/polarity.
2. faulty COM port or wrong resistors in the ICSP cable.

Actually, I'm afraid the array of possible hardware problems is even larger if the assembly of the digital board is of similar quality. It would be nice to see some pictures again, from both the component and copper sides.

i measured it across the points you gave me

i meant how do i measure the voltage or know the polarity in order to check if i'm powering it with a wrong voltage...where do i measure?..

If your readings are correct, then there is no problems with polarity. I wanted you to also measure these:

Measure voltage levels between pins 1, 14, 15 and 28 and ground.

these are my readings
1: 5V
14: 0V
15: 0V
28: 0V

From personal experience, if the board has problems with conductive flux leftovers, pin 14 would have a voltage of say ~0.7-1.3V, but never 0. The thing is, pin 14 is internally connected to a 3.3V regulator, so in case the PIC is ok and powered the mesurement should be 3.3V.

I'm afraid I will not be able to provide further help unless I see some pictures of the board from both sides.

it's really zero..i'll post a picture when i get my camera...i'm really getting frustrated...i really wanna finish this project...it's over a year now...

After re-reading the topic my best advice for you is to find someone local with a good knowledge of electronics to help you find a fault (or faults). Otherwise you'll be getting frustrated more and more.
I must admit that I'm not good enough to help you with this problem.
