As far as I understand, this is expected from this type of a pedal in the the fully open position. You need to lower HighLvl until "touching the bottom plate only by letting my foot rest relaxed on the pedal" causes the VU meter to go down at least 1 bar.

As I use the big vu meter, that would be always more than 1 bar, right? (as there are only 4 positions)

So now I have lowlvl at 80 and highlvl at 850. The results right now are:

1. not touching the bottom plate -> full big vu meter (of course)

2. touching the bottom plate only by letting my foot rest relaxed on the pedal -> half full big vu meter

3. increasing the pressure just a little bit by lifting my heel -> 2 1/2 bars (yes I know, this is very close to the empty meter but there is still a difference in sound)

4. actively applying some pressure using my leg -> empty (no bars)

That works for me so far but I am sure I will be able to improve this by tweaking the values more precisely later. I guess that is it about setting the low and high level values for the hi-hat. What do you suggest to continue with?

Looks like you now get all intermediate positions from the pedal so leave LowLvl ang HighLvl as is.
You will now need to adjust OpenLvl/SOpenLvl/HOpenLvl/ClosedLvl so that corresponding notes in BowSO/EdgeSO/BellSO/BowHO/EdgeHO/BellHO/BowSCL/EdgeSCL/BellSCL/BowCL/EdgeCL/BellCL are triggered at desired pedals positions. See http://www.megadrum.info/content/hihat-pedal-settings. The notes in BowSO/EdgeSO/BellSO/BowHO/EdgeHO/BellHO/BowSCL/EdgeSCL/BellSCL/BowCL/EdgeCL/BellCL must be adjusted to match sounds in your sound software.

I don't understand why neither of the values OpenLvl/SOpenLvl/HOpenLvl/ClosedLvl has any effect on the hi-hat. I can change everything from 0 to 127 - no difference ...

Have you changed BowSO/EdgeSO/BellSO/BowHO/EdgeHO/BellHO/BowSCL/EdgeSCL/BellSCL/BowCL/EdgeCL/BellCL notes from the defaults?

Don't you mix two different configuration problems -
1. Zone separation between the bow and the edge
2. The pedal position effect on the bow notes and the pedal position effect on the edge notes
??

No no, I changed the MNote of HihatB to 19 and the MNote of HihatE to 18, that's right, but not only this, I also changed all the Notes for BowSO/EdgeSO/BellSO/BowHO/EdgeHO/BellHO/BowSCL/EdgeSCL/BellSCL/BowCL/EdgeCL/BellCL to 19, 18 and 20 (but 20 is irrelevant I think because there is no bell trigger in the hi-hat pad) Exactly like it is told in the Megadrum/SD 2 - Wiki

So what do you suggest? Going back to the default notes? If yes, where can I find them?

This is not what Wiki says.
If you set HiHatB to 19 and BowSO/BowHO/BowSCL/BowCL to 19 as well what changes in bow notes do you expect with the pedal position changes?

I don't really understand anything right now but here is an extract from the mapping table shown in the wiki:

As from what I understood everything concerning the bow gets the midi note number 19, the edge 18 (and bell 20) In the hihat pedal settings but also in the hihat pad settings ...

But maybe I got it totally wrong .. :?
