My HighLevel is now around 550, isn't that a bit low? How could I raise that?

Well, I've read in the forums here (somewhere) that optimal hardware would give HighLevel between 900-1000.
So HighLevel of around 550, is 55% of the optimal. Which isn't that high Imo. Am I misinterpreting things?

While I'm still in the process of constructioning my cymbal this would be the ideal time of making hardware modifications. Better now, than when the cymbal is finished. Right? That''s the reason I ask..

And for now, I do not have any covering on top of the cymbal. Having 1-2 layers to dampen (stick)sound and vibrations, will even lower my HighLevel a bit more imo.

Where did you read this? MIDI has only 127 velocity levels. 550 is far more then that to cover the whole dynamic range.

That figure has been thrown around, but in reality, "ideally" it should be somewhere in between 300 and 1000. There is no problem whatsoever provided the highlevel is above 200 - 300. If it's closer to 300 it means the pad is a bit cooler than if it's at 1000. I take 800 to be a good value because it means that the pad is sufficiently "hot" but not too hot that it maxes out - probably just a psychological preference and nothing more; but a high level of 400 will not necessarily perform any worse. I have some pads at around 350 and others at 900 and I can't really tell the difference.

If I'm not mistaken, the way it works is this: the high level value is determined by the peak voltage produced by the piezo and then this value is divided by 127. As long as the high level is higher than 127, it can be divided into 127 discrete levels and thus produce the entire dynamic range, so -in theory- even a high level of 127 would be enough, though I suppose a higher value gives it a bit more of a margin.
If it ain't broken... fix it until it is.

Small correction: (HighLevel - Threshold) must be at least 127 for a full dynamic range.
